Co-Production – Open Letter

Dear All

As you may know, we are collecting signatures for an Open Letter to the First Minister asking that co-production principles are placed at the heart of public services in Wales. The deadline is 28 March.Health Minister Mark Drakeford is committed to ensuring that our voices are heard at Cabinet level. This is a real opportunity to transform our public services.

Dear First Minister
We are writing to you as citizens, service recipients, carers, volunteers and public-service professionals.
We share the Welsh Government’s belief that the growing crisis in public services will only be solved if all citizens truly have a voice – contributing as equal partners to decisions about service commissioning, design, delivery and evaluation. We are delighted that this belief is a central tenet of the draft Social Services and Well-being Bill.
However, we are acutely aware that it is difficult to turn aspirations into reality, to transform the way we do things.
We believe that co-production offers a practical, evidence-based response to this challenge. Co-production is a simple idea: it’s about individuals, communities and organisations pooling their experience, skills and knowledge to identify and solve problems. It draws on our best traditions of mutuality and co-operation.
Co-production is transformative. Its use results in genuine empowerment of all partners, in relationships of trust and reciprocity, and in more focused, effective and sustainable services. The ultimate outcomes are stronger communities and increased well-being for individuals.
A co-produced approach to commissioning, design, delivery and evaluation of services would help ensure that the Welsh Government’s vision for the future of public services becomes a reality. We ask that, as our Government, you use the opportunity provided through primary legislation to ensure that the principles of co-production are at the heart of public services in Wales, enshrined on the face of key legislation, such as the Social Services and Well-being Bill and the up-coming Sustainable Development and Housing Bills.

Rydym yn ysgrifennu atoch fel dinasyddion, gofalwyr, gwirfoddolwyr a gweithwyr proffesiynol ym maes y gwasanaethau cyhoeddus.

Ar yr un pryd, rydym yn ymwybodol mai tasg anodd yw gwireddu dyheadau o’r fath, gan weddnewid y ffordd yr ydym yn gwneud ein gwaith.
Credwn fod cydgynhyrchu yn cynnig ymateb i’r argyfwng hwn sydd yn ymarferol ac wedi’i seilio ar dystiolaeth gadarn. Syniad syml yw cydgynhyrchu. Mae’n rhoi cyfle i unigolion, cymunedau a sefydliadau rannu profiad, sgiliau a gwybodaeth wrth adnabod a datrys problemau. Mae’n tynnu ar ein traddodiadau cydweithredol gorau.
Mae cydgynhyrchu yn gweddnewid bywydau. Trwy ddod at ei gilydd mewn ysbryd cytûn a chefnogol, mae pob partner yn elwa ac yn cyfrannu at wasanaethau mwy effeithiol a chynaliadwy. Yn y pen draw, mae hyn yn cryfhau ein cymunedau ac yn cynnig bywyd mwy cyflawn i’r unigolyn.
Byddai ymgymryd â chomisynu, cynllunio, darparu a gwerthuso mewn modd cydgynhyrchiol yn sicrhau bod modd gwireddu gweledigaeth Llywodraeth Cymru  ar gyfer ein gwasanaethau cyhoeddus. Erfynwn arnoch chi, felly, i ddefnyddio deddfwriaeth sylfaenol er mwyn sicrhau bod egwyddorion cydgynhyrchu wrth galon gwasanaethau cyhoeddus yng Nghymru ac yn cael eu hymgorffori ar wyneb mesurau deddfwriaethol allweddol megis y Bil Gwasanaethau Cyhoeddus a Llesiant a’r Biliau Datblygu Cynaliadwy a Thai.
